The obverse looks to have incuse damage with corresponding raised areas pushed out on the reverse. The ridges on the reverse may be discolored copper, or It may have been sitting on some type of wire or maybe even steel wool when it was damaged on the obverse and may have picked up some of that material. There is also flattening of design details around the ridges.
A strike through shouldn't show any deformity on the opposite side of the coin in most cases. Also, a strike through will not have any metal from the planchet extending above the normal surface height of the coin, with any retained material pushed into the coin. The retained material may even show details from the strike if it's large enough.
I think this is just Post Mint Damage, not an error.
