I would say it's a form of Machine Doubling or damage

Die movement during the strike. Play in the system that allowed the slight movement. Sometimes one letter other time many. When viewing things through a microscope, a slight twist looks like a tornado when through. Next time you are looking at an image through a scope, move the smallest screwdriver into the area you are looking at. It will look like a log.

Umm...okay.

The effect seen on the G is the result of Machine Doubling. It probably does not show on any of the other letters to that degree because of weakness in strike, coin wear, or any of many different possibilities.
