Going through some of my mint error coins and dug him out. If you're looking for the gold toned Experimental Planchet strikes, they were only struck in 1999 in Philadelphia. I'm not sure if the coin you posted is a P or D mint mark, but if it's a D, it's gold plated. An XRF scan at a gold and silver dealer will give you a solid answer as to what happened to the coin.

Only a few of the Experiment Planchet strikes were made and none were released to the public. Many thousands of quarters were gold plated and sold through HSN, QVC and other home shopping channels.

This 2018 Washington quarter features block Island on the reverse, and on the obverse, has a unique chain link type of pattern slightly imprinted on the rightmost quarter of the coin. When I found it, I originally thought it was some type of stain and I regret it now but I went so far as scratching into the actual coin to remove it. What I now believe I might have is a coin that may have had some foreign material introduced when it was struck and the imprint of that material was embedded in the quarter and has hopefully made it the only one of its kind.

Under the microscope you can see where the material prevented the die from striking the parts of the coin underneath it as crisp and clear as it had where it's influence was not there.
Lastly it bears the Philadelphia mint mark and if it's not quite visible in the video, the reverse of this coin is brilliant and bright whereas the obverse just has a dull almost aluminum looking appearance.

As already stated we need better pictures to help you. There could be a lot of possibilities here. It could have laid at the bottom of a cup holder in your car, the rubber material with just a little moisture would leave an in-print on coin, or a cloth laid over it and something environmental discolored it, then of course you may be correct, something at the mint causes it. Either way we need better pictures.
