Might be a partially Grease Filled Die but hard to tell with these pics.

The last few letters of TRUST have not been struck up fully, most likely due to there having been a little grease in the die.

I'm with Mr. Cents up above. But you need a much better set-up for taking images of coins. Yours is all blurry and 'washed out'.
