A die clash is formed when the obverse die and reverse die strike each other and leave parts of the design on the opposite die. Each coin struck with that die pair will show clash marks unless it is polished off of the dies. A dime and cent clash wouldn't have happened during the minting process. Sometimes coins get pressed together after they have been struck.
I'm not really sure what has happened on this coin. Is the area in question raised or is it incuse? If it's smooth in that area it could be a stain on the surface. If you can get some better definition images of the coin it may help, Please post full images of both sides of the cent. It's best not to use pictures of the screen on your microscope as the image becomes too pixelated.
