Looks to me like surface discoloration due to mechanical rubbing, but it might be from chemical exposure instead. In any case, it is damage and not a mint error.

Well fingerprints can also alter a coin. The salt in the prints alter the plating. So this coin is not a premium coin. Just a start in life's experiance's for this coin. Even a coin left in a cup holder can alter the surface with the liquids can affect coins. Just a spender.
relief (device height) has been reduced over time, so older coins have a higher relief, while newer ones are flatter, perhaps that is the difference you sense
