Why Would These Coins Not Be A Mint Mark Error?

Why would ngc fail to want to add these finds even though the mint mark $18 dollar option was arranged? Can you make it make "cents" (lol). Report this Post to the Staff

At first glance, there appears to be a spilt plating issue with the mint mark (appears...). Full pics of the obverse and reverse might help.
