@ler, first welcome to CCF. Second, there are no known DDOs or DDRs for the 1995 P Quarters (see varietyvista link below). I do see some Machine Doubling on the eagle. This type of doubling is characteristically shelf-like and reduces the size of the design features.

If you take a closer look it's on the branch, arrows and the Eagle. And the spacing of the doubling is consistent and in the same direction. Northeast-ish. And if you look on the obverse rim there is what looks like an off center strike which is also consistent with the direction of the doubling.

@Leroybrown - you make a good point of the 'doubling' going in one direction, but MD can do that as well when the die slips or bounces a tiny bit. MD will also reduce the size of a device when it occurs. For example look at the top of the eagle, there you can see how the top of the eagles head looks 'skinny or chopped off' This is the characteristics of MD - that being 'shelf or step like.
