A stain from external sources created PBEPD (Post Bureau of Engraving and Printing damage).

Maybe from a Rainbow Slurpee or other beverage.

My two-cents. I'm open to other explanations.

It definitely looks like a post-BEP stain of some sort. As far as what caused the stain can be summed up in two words, who cares.

Thanks for your comments may be some kinda stain but not by a slurpee which is sugary syrup which would leave some type of residue behind
