Again, Occam's Razor ought to be applied: here we have a coin that is obviously damaged - looks like it's been in acid, or something else corrosive.
What are the chances that the coin has suffered from both (a) an unusual mint error, and (b) been dropped in acid. Much lower than if just one of those things happened i.e. it got dropped in acid. So the odds are that all of the damage visible on this coin was caused by the same thing at the same time - if the damage is consistent with that single explanation. And "two perfect holes" on the coin's edge is certainly consistent with acid damage, and not with some strange unheard-of mint error that causes holes to appear on a coin's edge.
