On a 1969 penny there seems to be a smeared 6 and a line that goes around the obverse of the coin. The mint mark also seems to be smeared. I am new here and I just wanted to know if anyone new what this was?

Possibly a Ring of Death from a coin rolling machine or Gumball Machine?

Yes, looks very much like damage from a mechanical coin roll wrapping machine. We see similar every few days on this forum.
