Upper right RTY, on reverse side is the location between the L and A.
So it looks like it was struck wrong

Looks to me like the tops of the letters T and Y have been pushed into the rim.

Looks like a Cud of some sort, I am looking at the weakness of the word dollar.

@razz, an excellent online source for info about Cuds is the cuds-on-coins website. They aren't showing a Cud like this on the 1965 Quarters:

Seem to be a small Cud. Mention: The Cuds are not errors are simply a consequences of the Die Deterioration.

That's PSD (Post Strike Damage" Yes Cuds are errors!

I'm not so sure it's PSD. What's going on with the copper core showing on the obv and a little on the rev at RT. Along with the right side of the T and the top of the Y not struck up on the obv. I've never seen the reeds look like this. It's just strange.
