I've come across a few of these coins lately, looks like it was hit by a shotgun. Is this a mint error?

No errors, it's damage. PMD. You can study up on errors on error-ref.com. It's a very useful and helpful website when it comes to learning what is and what isn't an error.

Looks like an 'early state' parking lot coin - was probably dropped on an asphalt surface at some time and trodden on or driven over.

This is usually called "roadkill damage", because that's the usual cause of it: getting dropped onto a rough surface, then stepped on.
