Yes, they should be stamped with COPY or REPLICA, but then they wouldn't sell as many. I remember seeing a seller offer coins like these 'With or without the word COPY!"
I see the word 'copy' on about 1% (if that) of the coins that are being sold by sellers that don't know or just don't care. It makes collecting some coins a bit of a pain for us and can make it a nightmare for the newbie.
