Hello all. I have a 1969 D Roosevelt dime. It looks very much like a die adjustment/weak strike. Am I correct in that? Also can anyone fill me in on what gives coins that texture? Or point me in the direction
of it. Thanks

That texture is caused by striking with an old wore out die. They ran the dies to death in the 50s and 60s. I think the worst cases are on the nickels in that era.

Orange peel texture. As others have said, due to severe Die Deterioration.

The example dime in that article looks very much like yours.
