This is a type B REV which is not the most common unless that is an impaired proof. Hard to tell in the pics b/c lighting could make it look this way.

Impaired proof, yes. A looooong soak in 100% acetone might reduce the PVC look.

Would the acetone change the overall coloring of a coin like this? I'm a fan of the various color changes and would hate to lose that aspect on this coin.

big difference using the acetone. the glare from lighting is a bit much to see the actual surfaces. the obv right field still looks like the coin could be an impaired proof so i'll go with coinfrog and call it PF63 impaired proof
