Not really my area, and I won't call it for certain. The usual tip is that the toothed border fades out near a clipped planchet as the pressure of the dies squeezes the metal into the clipping rather than into the teeth. For your example, the teeth fade appropriately on the obverse, but remain resolutely present on the reverse - so it could be either way!
