Hmm with this much circulation flattening, it is hard to know for sure. My initial thought with these early small cents is always Longacre doubling, but I don't think that is it either.

I see a tiny "lip" in the inside top of 0 but not much in the 9. I could be wrong, but I think every date during this era was punched more than once, so at this level of magnification there's probably some evidence of that on every working die and well-struck coin.
