We have been seeing a lot of sanded down cents lately. I wonder if they are all coming from the same general geo location.

Yes, an abraded reverse--removal of copper plating from high(er) detail. I've seen abraded zinc core cents from all over--last being from a roll picked up in Southern CA. Before that, local change made in Jackson Hole, WY.
