@butter, this looks more like a plating issue than a RPM to me, but I'm interested to see what others think.

There are a couple of known RPM's for this date. However your pictures are just out of focus enough to make it too tough to make an assessment of your coin
Hope you can figure out a way to provide better quality photos & close-ups.

Pictures are too out of focus. I am not seeing an RPM, only Split Plating Doubling and maybe Die Deterioration.

Last picture is more clear and it is more clear now that your coin is not a RPM. Nice pictures
