Private companies "enhance" or colorize coins and sell them, probably as part of a set. It seems to have become popular starting with the Silver Eagle and State Quarter series and has continued ever since.

I saw a complete set at a coin shop it was not from the U.S. Mint. The coins were plated silver in the fields and gold plated just like this coin, I do not remember the cost but I know it was not much over face value. I was not interested in the coins because I feel they are damaged and are just a novelty. Cool find and keep it, it is something you do not find often.
