1989 D LMC Questions

I found 2 different MM positions on these 1989 D cents. The first one is the only one I've seen with the MM between the 8 & 9. Compare with the second picture showing the MM under & to the left of the 8. Every example I've seen except for #1 shows the MM position as shown in picture 2.
Is this a normal variance for MMs ?

After 1990 they were created on the die. Till then 1989 back they were hand punched. When something is hand punched you will see variables. That's the way they were then.
