More than likely, this die had a strong clash and it was polished away. There are some dimes out there that look similar to the Franklin half dollars that are referred to as the "Bugs Bunny", where it looks like buck teeth.

The link will give you an idea of what may have been showing before it was polished away.

If you're talking about the cheek, that looks like a circulation hit to me. Plus the die polishing on the chin.
