Here is a 1988 Washington quarter that I just got in change. I need help if this is an error or if it is just damaged.

I was unable to get a picture sized correctly for the reverse side, which has no error or damage to it

@todd, first welcome to CCF. Second, it looks to me like this quarter has been exposed to high heat after leaving the mint. The bubbling and distortion comes from this thermal damage.

I agree, looks like heat damage.
