I am trying to identify the object on the obverse of this 1997 D Penny what the error classification might be and would the L in liberty be considered a weak strike? I would also like to know what term they use to describe what I believe to be service deterioration exposing subsurface metal on the reverse of the coin

I will say damage because hit mark on rim which was nicked when something hit close to rim pushing metal to mound up. You can see whatever hit rim also hit the most inner mound.

John1 gives the best cause, as far as I can tell, a gas bubble, it may even be solid now, with the obvious plating issues going on. The L looks fairly normal, probably just due to circulation/deterioration. The term to describe what is going on with the reverse is "zinc deterioration", commonly referred to as zinc rot.
