That was done by someone banging a hollow cylinder into the cent. It's a spender.

Neither a joke nor a mint error--just damage. Also, just to help you learn: by definition, Cuds must involve the rim of a coin.

Also, welcome to CCF.

@jim, I understand your skepticism that this is damage and of course you should save this coin in your collection if you want. You came here and asked for our opinions and so that is exactly what you are getting. As to how it could be damaged in this way, I think that a better question to ask is how could this be a result of the manufacturing process at the mint. The truth is that there isn't a way. Even if there was some sort of ring that wedged between the die and flan as this cent was being struck, the mark wouldn't have a little bit of metal "smushed" up. Also there would not be a flat spot on the back corresponding to this mark.

Again, save the coin if you think that it is cool, but know that it is damaged and only worth face value.

I'm seeing post-strike damage. If you like the coin, keep it.

This is just PMD. There's no way this could've happened at the U.S. Mint.

copper and zinc are soft metals - tale a small diameter piece of steel pipe (such as EMT) and smack it down onto a cent and see what happens.
