Yes an in-focus closeup pic of the date would help, but I'm guessing that the second and third digits are the same, so 1990 D.

Might be a 1990 D. It's been grinded/sanded down, on the obverse. PMD.

PMDProbably worth less than 5 Cents, - I doubt if it would pass a coin counting / sorting machine.

Much better pictures. 1990 P or D. Probably D?
The lettering looks crushed or smeared. It still exists faintly and stretched out in the smooth area. I don't think a sander or grinder would do that.
What does the coin weigh, to two decimal places? That would tell you if the material was removed completely versus just displaced on the surface. Either way, it does seem damaged. Anybody know of an obscure minting problem that leaves a flattened ring on only one side? I'm thinking encased by a machine was a good bet.
