looks like acid erosion to me

Also that is Roosevelt, not Eisenhower....

Probably meant Roosevelt dime in title?
Interesting appearance on the obverse and that looks like acid damage, and staining on the reverse. So I vote PMD again

It's damage of some sort, maybe acid? PMD.
