Hi Folks,
Not sure what's going on with the reverse of this Lincoln Cent. I see DDD going on with the "I" and "C" in America but what is going on above US of A?

There may be a few things going on, but I think that trails are helping aid in the extreme look of deterioration that the OP has asked about. I've found and pointed out or circled areas that look to show that this is a trail die. When you have trails, paired with deterioration, it will show up even more and be intensified by the trails. It would be up to the OP to see if they can get some pics of the trails going on in different areas. They tend to hide in the shadows, so you have to play with the lighting to make them pop out sometimes. Along with other links, I have provided a link to traildies.com, in case the OP may want to see if their coin's die may be listed. There are several listings for 1994 P.
