Obverse looks like possibly glue residue and reverse may be glue or just stained. Try soaking in 100% acetone to see if can be removed.

Coinfan12971,  Weight? If the areas in question are raised, something is on the surface like glue. If the areas are indented maybe an acid type liquid has eaten away the nickel. Either way it is PMD not a mint error. John1

I think the pictures I provided are not showing the way I hoped but his face is imprinted a second time to the right, Ilet me see if I can post some better pictures

Thank you for all the help, I've co Included it must be some type of erosion of nickel coating, I can't explain how the facial features were duplicated other than another nickel being present when the acid of whatever material made contact and left the second imprint .

@coin, we sometimes attribute this sort of corrosion to coins sitting in automobile cupholders with some soda in them. I suspect that the "face" you are seeing is actually Pareidolia.

is that area raised or incuse? if raised, then possibly a foreign matter is on the coin, if Incuse, then corrosion may be the culprit here.
