Unsure if this it a mint error, or damaged after the fact. Seeing as its on both sides, I am leaning towards mint error

Hmm that sure looks like damage to me. I don't see how the die could have had been defaced like that and then used to strike more coins.

to the CCF and One of the first things to learn is that if you have a divot, scratch, gouge, or mark on a coin that has a corresponding buildup of metal, above the surface, 99.9% of the time it's damage. It's not posable in the minting process.
