We don't have a normal rim burr that happens during the blanking process.
This is the type of rim burr we have is a damaged Planchet rim burr once the Planchet enters the striking chamber the rim gets knicked they'll be exposed zinc on the rim to the left of the strike thru seen on ops. And then it can get struck thru anywhere on the coin or stay relatively close in this case.
Here's an example of one in my PC. rim was knicked closer to the curve of the rim there is metal missing and it got flicked and struck thru over the date.
"On the other hand the "damaged blank or planchet" type of burr is a one-of-a-kind error. They are often found with the burr pushed to one side by the forward movement of the planchet being delivered to the dies (or other factors) but beyond that each individual piece will exhibit obvious characteristics unique to itself. They often show the damage on the edge of the strike from where the burr originated." (From a Pcgs article)
