Saw this on ebay and curious what process was even skipped for this error to happen?

coinhusker26, it's not an error. Rather, it appears to be a type of post-mint damage ( PMD) known as a Dryer Coin.
Inordinately fascinated by bits of metal with strange markings and figures

Yes either a Dryer Coin or spooned, but either way it is mechanical damage.

Either a Dryer Coin or a spooned coin. PMD.

Nice dryer coin--possibly spooned, but I'm thinking dryer.

The notches on the edge are called reeds.
Your coin is either a Dryer Coin, spooned coin or mechanically rolled. It is PMD either way.
