Looks struck through to me and interestingly, the piece of wire or whatever is embedded. If it were mine, I'd carefully check to see if a magnet is attracted to the embedded object to see if it is indeed steel.

I believe it is a bristle from a wire brush used on the dies.

Retained strike-through was my first thought as well. If it was from a wire brush it seems kind of large / harsh to be using on dies. Are there any pictures of the stuff they used to use on dies?
