 To CCF! Might be plating bubbles from plating issues.
Errers and Varietys.

Plating issues? I could absolutely see that but they are uniform and spaced evenly. Would plating issues still make it an error coin?

 Not an error coin. Plating issues are common on copper plated zinc core cents. Also,please work on your photos,that close-up is too blurry.Also looks like you need to filter your light. John1

Plating bubbles also known as zinc blisters.

Some 1982 and since then zinc has been added to cent pieces. Sometimes the copper layer will bubble up and create weird designs, I have seen Lincoln smoking a cigar, space ships, lines every where and yes dots in lines or other wise. It is all interesting but just seen as what you want to see. Like the stars, some are in lines some are not.

They are pretty cool how they are spaced (almost) evenly - looks like a star constellation.

The way they are spaced is why I thought it was some kind of error. I know now lol.
