On that particular coin, even if it was a strike-through, I think that may make the coin less desirable if you ever need to sell. If it is a scratch then that is even worse - I would send it back. Almost like someone was trying to open the capsule with a metal object and slipped across the coin. On the right side of the coin near the edge, is where it possibly started or ended.
