Is that a die crack or a die gouge on the reverse running between the lower plane and the quarter's edge? Would it add any numismatic value to the coin?

Appears to be a scratch/gouge on your coin.
If the feature on your coin is raised, then it would most likely be a scratch/gouge on the die used to mint this coin.

Yeah, I looked at it with a microscope and determined it was a scratch made with a nail or something.

Scratch. And if it was a crack, something that minor would not add much of a premium if any at all to a knowledgeable collector.
