I thought this might be a weak strike error but after weighing it I now believe this coin was struck on a slightly thin planchet weighing 5.41g.

Agree, looks like a rolled thin planchet.

I don't think the modest amount of missing mass can fully account for the weakness of the strike. So it would be a rolled-thin error in combination with an unrelated weak strike.

hard to say, but I think not too much over face value. Try an ebay search on similar items that have already sold - that is a good measure of what folks are willing to pay for something.
