Not an off center , but rather a MAD strike - you see that the reverse is centered, which means that the obverse die was nit aligned properly during setup.

You can look up off both "off center strike" and "misaligned die" at erorr-ref.com to understand them.

A MAD has to be significantly off to be worth any premium. You can see sold ones on ebay for an idea of values.
