Looks like a replated coin to me. Did you check all 3 reference sites for an RPM match?

Could be (could be...) a Die Deterioration issue. And yes, given the images posted, the coin may have been plated.

I agree with John1 & ijn1944.

I'll add that whatever is affecting the MM is also affecting the tail of the 9 in the same direction.

Remember that the MM was added by hand and separate from the hubbing of the die during this time period.
I've heard that 99% of the time you "see" doubling on coins & MM's from this period it will not be an RPM or hub doubling.

(That's especially true for replated coins.)
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

The 'apparent' doubling on the devices is trending towards the rim - This to me indicated Die Deterioration Doubling.
It also appears to be a re-processed coin as stated above.
