I've got a 1939 Wheat penny that appears to have an error on obverse. The "9" in the year looks like a slide or slip of that number. Doesn't look like circulation damage to me.
Just for conformation for you, it is damaged by a mechanical devise as stated. Put coin in slot then turn handle clockwise, a metal tab pushes coin into holding area which rubs coin to damage it.
It's damage as noted. It could have been caused by a mechanism like this. The metal of the coin accepter has lots of sharp edges that are much harder than the copper alloy used for a cent.
