Well that sure is odd looking - my first thought is a strange circulation hit that piled up the metal like that.

I think I'm seeing pushed metal (almost scalloped). Perhaps (perhaps...) caused by an old school, out of tolerance rotary vending machine or meter. Insert coin and twist the handle.
