Was it the Ivory-Billed Woodpecker? Just a wild guess but perhaps a highly endangered bird might have caused problems.

The US Supreme Court?  My grandfather worked for the WPA for a period of time during the Depression and you can still see things like stone walls around that have a cornerstone of WPA and the date.

Well, in the eggsiting Schechter case, the Supreme Court called fowl on the NIRA program because of the Schechter brothers who wanted more free range in the operation of their business. The Supreme Court agreed, declaring some of the NIRA regulations as bird-brained and ruffling Pres. Roostevelt's feathers! Yolks aside, the animal in question is the chicken! Congrats to igwt79 who guessed first and gets the silver dime with honorable mention to DOCC who also got the right answer!

Wow! I can't believe that I won! Sorry everyone, I hope I didn't ruin the fun...
I still have no idea why chicken is the correct answer... the only thought that crossed my mind when I read the question was "a chicken in every pot", which I 'thought' President Roosevelt stated and was one reason he was elected, so I just guessed chicken..
A few minutes ago after checking the site and seeing that "chicken" was the correct answer, I searched and found a site stating that: "In 1928, Herbert Hoover ran for office at the height of American prosperity. He promised "a chicken in every pot,"" ... So I guess I know very little about U.S. History (as you can probably infer from my second guess "American Bison").
