I want to thank everyone for their comments and insight. I now agree that PCI (a defunct grading co) did a poor job in both grading and labeling their slabbed coins, especially in the years close to their going out of business. My coin has no W, so it is more likely a mislabeled Proof Coin. If sent to PGCS it would likely come back at a lower mint state.
In regards to the rainbow like toning, I now truly believe it is unique and natural. After a search of "PCI Toned Coins", I learned that the acrylic casing used by PCI was such that it encouraged slow toning from the outer rim in, with the center remaining silver. This type of toning pattern has been labeled "PCI Rainbow Toning". There are currently 50 such coins for sale on ebay under the search topic of "PCI toned silver coins", which look very similar to mine.
Will I buy another... most likely not. But I will enjoying this one in my collection for I think it is beautiful.
