Western, so more lenient with Type 2?

DOCC - I think from the 1917 T-2 up thru 1924 they are graded a little more loosely. The 1921 and 1923 coins are particularly "awful". It's tough to find uniform and appealing coins for this series. Buy em when you find em!

Thank you for all your expert opinions. In my non-expert comparisons with graded coins (and my very biased opinion) I have found similar examples with PCGS grades from f15 to vf30 so that is in line with your opinions. The cleaning question is what concerns me the most because that can really affect the value of a coin. The cost of this coin would be $700 which would be in line with about an f15 according to my 2023 Red Book. And if it is a vf25 then it could be worth $1000. Thanks again and any additional insights would certainly be welcome.

Do not use Red Book for values.

comparing the VF25 photo IGE posted to the OP's it doesn't quite make the grade imo. the lettering and devices on the 25 are just a little sharper.

as westernsky stated.

you can't go by photograde as the end all be all. you can get into the ballpark but thats about it and above all you can't go by just one component to grade a coin. drives my crazy. we have proven this time and time again.
