The L touching the rim is a design placement--perhaps with a touch of Die Deterioration. Not a mint error. Value for this piece runs from 1-5 cents (low grade, common circulated Wheat cent value). Second, when I enlarge and crop your picture to show just LIBERTY, the picture becomes quite pixelated. This type of close-up image is what folks are asking for though. I agree that the circulation wear has slightly distorted some of the letters based on what I can see.
