I found this cent and tried looking on variety vista, and wexlers but did not see one that I thought looked like this. Is this an RPM or something else. Thank you all.

Split platting issue near the mint mark and a ridge around the perimeter. Pretty common stuff.

So after reading that I just had to ask. If I see that bluish substance then that is the underlying zinc layer and a throw away.

Basically ,yes. There could be a genuine RPM along with rot but the rot would negate any premium.
