 Yes, it appears to be mostly MD. It's a spender in my opinion.

Machine doubling, yes. Possible reeding hit just west of the nose.

Single strike, or double strike, they are both worth twenty-five cents each to most collectors.

 with the above. A genuine double struck coin is an already minted coin going through the dies again and getting struck a second time. Either centered or off centered are possible for double strike coins.
