Interesting. Try a google image search on '1981 denver uncirculated mint set'. Check the images which appear. You'll see a few examples like yours.

Not an error. San Francisco minted the SBA in both proof and business strikes in 1981. It is the only one they minted both ways (everything else was proof only), so they stuck it with the D coins for the sets. You will see the same thing going on in Mint Sets for the 1968-1974 cents and 1968-1970 nickels minted in San Francisco as business strikes those years.

I just checked my 1981 mint set. It is exactly the same. A free dollar!

The 1980 set—which included the 1980-S SBA—was $9. So, you got the extra dollar at face.  The 1981 set issue price went up to $10.00! Two dollars for the extra 1981-S SBA!  Also note that the 1981-S SBA was NIFC—you could only get it in the Mint set!

No, the AI is Wrong  The mint produced these coins in Philadelphia, Denver AND San Francisco in Business strikes. (also proofs in San Fran (Type 1 and Type 2) 5 Varieties in all that year (1981) It is in Dansco Albums AND the Red Book
