I'm leaning towards clogged devices in the die. Wish we had a clearer photo of the reverse.... but I'm not seeing any die flow lines which comes along with a worn out die and it looks like nothing else is affected.
I have posted some additional photos for you all to analyze. I'm with Greasy Fingers at this point, but glad to hear additional comments. I certainly don't think it is Die Deterioration. There looks to be MD on "DOLLAR", especially the two L's. Rest of rim lettering looks normal other than those T's in STATES as noted,

The only problem with DD being the cause is there is no Die Deterioration - but there is filling in of the voids on the die that produced both of the letters T. (?) Maybe I'm seeing it wrong
